Chen and his wife Pang Qiuxiang ran two kindergartens in Shanqian Village and Lanxi Village in Qingdao. Later, after a serious discussion, the couple made a decision to begin a tuition-free kindergarten.
So they began the tuition-free kindergarten on October 1, 2010.
