The legal age for drinking alcohol(酒)in the United States is twenty-one. Underage drinking is a crime but also a common part of college social life. This week in our Foreign Student Series ,we look at alcohol policies at American colleges and universities .These policies differ from school to school, as do enforcement(实施) efforts. But many schools have been moving to strengthen their rules.
The United States has more than 170,000 students in higher education. Each year,1,700 of them aging eighteen to twenty-four die from alcohol-related road crashes and other injuries. More than 600,000 are injured under the influence of alcohol. And almost 700,000 are attacked by another student who has been drinking. One behavior that college officials are trying to prevent is binge （无节制的狂热行为）drinking ,having four or five drinks or more in a short period of time. Some researchers have found that students who think binge drinking is normal often overestimate how much other students really drink .A person can die of alcohol poisoning.
At the University of Oklahoma, new policies went into effect after a nineteen-year-old student died in 2004.He had been drinking heavily at a fraternity party.(男大学生联谊会)。
Now alcohol is banned from all fraternity and sorority(女大学生联谊会) houses and university housing. Student organizations can serve alcohol at events but only on Friday and Saturday nights. And they must provide for transportation to and from off-campus parties. Other new requirements include an alcohol education program that first-year students take online.
The policies govern behavior on campus and off. With a first violation, students pay seventy-five dollars and their parents are told. They must also take an alcohol education class. For a second” strike”, they have to pay one hundred and fifty dollars. A third strike means a suspension(暂被停学) for at least one semester.
Since January of 2005,633 students have had a first strike.30 have had a second strike----and has been suspended. An official at Oklahoma tells us the aim is not just to punish but to change behavior and the culture at the university.

Much of the news coming out of the 2009 International Cultural Industries Forum was encouraging. China's film industry is expected to get 6 billion yuan ($879 million) in box office receipts this year. A decade from now, this number may go up to 30 billion, according to some forecasts.

A 17-year-old boy, caught sending text messages in class, was recently sent to the vice principal's office at Millwood High School in Halifax, Nova Scotia. The vice principal, Steve Gallagher, told the boy he needed to focus on the teacher, not his cellphone. The boy listened politely and nodded, and that's when Mr. Gallagher noticed the student's fingers moving on his lap. He was texting while being scolded for texting. “It was a subconscious act,” says Mr. Gallagher, who took the phone away. “Young people today are connected socially from the moment they open their eyes in the morning until they close their eyes at night. It's compulsive.”
A study this year by psychology students at Covenant College in Lookout Mountain, Ga., found that the more time young people spend on Facebook, the more likely they are to have lower grades and weaker study habits. Heavy Facebook users show signs of being more socialable, but they are also more likely to be anxious, hostile or depressed. (Doctors, meanwhile, are now blaming addictions to 'night texting' for disturbing the sleep patterns of teens.)
Almost a quarter of today's teens check Facebook more than 10 times a day, according to a 2009 survey by Common Sense Media, a nonprofit group that monitors media's impact on families. It is commonly known that Japan went from a 19th century national economy to a 20th century global economy in a time span of 30 years between 1945 and 1975. Eight years later another TGV was introduced, this time between the coast and Paris. Soon, France became the most rail efficient country in the world with high speed train connections to Belgium, London, Germany, Switzerland, Spain and the Netherlands.
There was another positive element that resulted from the introduction of high speed trains. Between 1964 and 1991, Japan’s Shinkansen had transported in excess of three billion passengers without there being a single fatal accident and eleven years after France introduced the TGV, it still had a 100% safety record. This statistic has never been equaled by the traditional slow moving trains in any country.
China has become the fourth country to produce such trains, after France, Germany and Japan. China's first domestically produced bullet train with a maximum speed of 350 kilometers per hour has rolled off the production line. Equipped with highly-efficient power system, the currently fastest train in China is also energy efficient. When the train is running, it can transfer kinetic energy into electricity, so that it can ensure its electricity supply even when it is cut off from the power grids. In all, 89 such trains are expected to be in commercial operation by the end of 2010.
